Police - State Armed Authorityexecutive power. Behind every acting officer of the internal affairs bodies, a personal firearm is fixed - a pistol. For the most part, this is a widely known PM (Makarov Pistol), adopted in service in 1951. But before gaining access to the pistol, the employees will learn by heart the security measures when handling weapons, take a course of training shooting and pass the examination on the knowledge of the material part of the weapon and the legal basis for its use.
Who has the right to carry a gun?
Firearms are fixed fornewcomers to the service of internal affairs officers, who successfully passed the examination for knowledge of the material part. Everyone who uses a pistol must know what parts and mechanisms it consists of, how these parts interact with each other. If necessary, the employee must be able to quickly eliminate minor problems and deal with the arisen delays in the shooting. The knowledge of the material part can depend on the life of the policeman, citizens, the safety of weapons.
Except for the exam on the mat.part is studied instruction, which is called "Security measures when handling weapons and ammunition." The knowledge of the instruction is assessed on a five-point scale. Only the score "excellent" provides access to the next level - training firing. The process of firing is approved by the order of the Ministry of Internal Affairs. Only after the delivery of all three tests (material part, security measures when handling weapons, training shooting), the head of the internal affairs body fixes a personal pistol for the employee.
Training and training firing shouldbe conducted with the staff of the internal affairs body regularly, preferably at least once a week. The procedure for shooting, performing exercises on shooting from a pistol and machine, the requirements for targets and the calculation of marks for shooting are regulated by the order of the Ministry of Internal Affairs No. 1030 dsk from 2012. This order is marked "For official use" and is not freely available on the Internet.
When shooting, staff should monitorto ensure that security measures for the handling of weapons are strictly enforced. The normative document states that training and training exercises in shooting can be conducted both in a closed dash and in the open, both during daylight hours and at night. An important nuance is that for different services different exercises and weapons are provided, from which they are performed. Thus, shooting from a sniper rifle and a grenade launcher is carried out exclusively by special forces.
What is strictly forbidden to do with shooting?
Security measures when handling weapons onshooting - a pledge of productive quality work. It is compulsory to fulfill all the requirements, instructions and orders of the director of shooting, which is appointed from among the command staff. According to the documents, when conducting firing, it is strictly forbidden:
- take a position on the firing line without a team leader;
- open and shoot without a team;
- to direct the weapon towards people and places in which they can be;
- leave weapons unattended at the firing line;
- transfer weapons to third parties;
- continue firing with the white flag raised at the command post (with the white lantern turned on - at night);
Failure to comply with these requirements entails disciplinary liability.
Service with a weapon
After the police officer got hisa personal pistol - he became a full-fledged employee of the internal affairs bodies, who can enter the service as part of the investigative and operational groups or to perform other tasks.
Demanding to comply with security measures when handlingwith weapons and ammunition, the Ministry of Internal Affairs is trying to reduce the occurrence of emergency situations among personnel. Quite often, young and inexperienced employees of the Ministry of Internal Affairs, not realizing the seriousness of owning a gun, engage in childishness. This behavior is unacceptable. Observing safety measures when handling weapons and when conducting firing, experienced ATS personnel set an example for young policemen and teach them the correct behavior. The police officer is personally responsible for his weapon and for actions with it. After completing the assignment, having finished serving, the employee of the internal affairs bodies is obliged to immediately hand over his pistol to the duty unit of the ATS.
What not to do when serving with a weapon?
When serving, the employee must clearlyadhere to the rules of handling weapons. The policeman is responsible for the safety and proper operation of service firearms. It should always be considered a loaded pistol, until it is inspected and discharged. It is forbidden to clean it in unspecified places, use flammable liquids for cleaning. It is extremely dangerous to stop the bore of the gun, as this can lead to a bulging and rupture of the barrel. It is unacceptable to use a gun to intimidate anyone, even if they are offenders. Without an obvious need to get a pistol from a holster is prohibited. In addition, it is prohibited to send a cartridge in the chamber (charge) and keep your finger on the trigger without need. Such actions can lead to an accidental shot, which, in turn, is dangerously wounded by a police officer or civilian. Security measures for handling weapons in the service are spelled out in regulatory documents and are subject to scrutiny and impeccable performance.
Storage and issuance of service weapons
To the policeman who holds the gun,It is responsible for his savings in the performance of tasks and service. The rest of the time the gun is on savings in the duty of the ATS. A strap gun is kept in metal safes in special rooms equipped with alarms.
The duty officer of the internal affairs body, on commandthe chief or his deputy, conducts the arming of the task force. Each time, taking up service, employees are given out their pistols, observing safety measures when handling weapons and ammunition. The policeman checks the numbers on the parts and mechanisms of the pistol, making sure that he received his own weapon.
Instead, "Makarov" leave specialsubstitute card. When an employee receives a pistol, all parts and mechanisms are inspected, their interconnection and operation are checked. Be sure to check the presence of the cartridge in the chamber, after which the control descent and placing on the fuse. Having carefully studied the cartridges for plaque and pollution, it is necessary to immediately remove them, if they are identified. Having loaded the shops without removing the pistol from the holster, a police officer inserts one magazine into the base of the pistol grip, and the second into a special pocket on the holster. Briefly, these are security measures when handling weapons of the Ministry of Internal Affairs of the Russian Federation when issuing weapons.
A pistol is a rather complicated mechanism consisting of dozens of details. There are often cases when a particular part becomes dirty, breaks - in other words, it becomes unusable.
Having studied for many years Makarov pistol (PM),gunsmith mechanics have compiled a list of the most common problems and delays in shooting. Surely the most common delay when shooting is grabbing the cartridge case with a pistol bolt window. In second place - the failure of the cartridge from the store in the chamber. The listed problems can be fixed by ordinary cleaning from deposits and dirt. The next item is automatic shooting - a rather dangerous problem, in which the pistol can shoot all eight rounds from the magazine with one pull of the trigger. In this case, repair the gun yourself will not work. Requires qualified repair in the workshop. By strictly observing the safety measures when handling a PM weapon, you can avoid injuries and achieve excellent shooting results.
