The technical conditions are the document, inwhich determines the requirements for products, services, work. It establishes procedures, which allow to confirm compliance, and evaluation criteria. Let's consider further the order of development and the coordination of special technical conditions.
Purpose of TU
Development of technical conditions is carried out into control the activities of producers. With the help of this document, a marriage is detected in a timely manner, including arose due to willful acts.
To detect defects, the parameters of the finished product or the result of the work performed are compared with the indices determined in the technical specification.
Development of technical conditions is carried out onbased on existing state standards and technical regulations. Currently, there are various GOSTs that establish regulatory indicators for almost all goods, services and works. However, in some cases, some object does not fall under the standard. In this situation, to ensure quality and safety when using it, technical specifications are created.
It should be noted that in the provisions of Federal Law No. 184the concepts of "technical regulation" and "standard" are clearly separated. Mostly in the Russian Federation there are GOSTs. However, technical regulations are also being developed. They act on specific products. For example, at present, there are technical regulations for goods for children, tobacco products, fat-and-oil products, etc.
Prior to the adoption of regulations, standards are subject to application. If they are not available for a product, there is a need to develop technical specifications.
Features of creation
The development of technical conditions is carried out, as a rule, by the manufacturer. In addition, the document can be ordered at the research institute or purchased already developed technical specifications.
After approval of technical conditions in the authorized(Rostekhregulirovanie), the owner has the right to use them at his own discretion. The owner, in particular, can sell the right to use them, protect them from illegal use, transfer them to another person. Since the developer is the owner of technical conditions, he is entitled to make changes to them.
Development and coordination of technical conditionsis carried out with respect to a particular product, material, product. The requirements set forth in the document can not contradict the provisions of national and international standards.
Advantages of TU
For the manufacturer the technical conditions are the most importantdocument, on the basis of which the entire production process is organized. The manufacturer is responsible to consumers for the safety and quality of products, work or services. Theses establish minimum requirements, observance of which is obligatory.
As for the consumer, then for him, the TU is a document by which you can check the quality and safety of the goods.
To prevent conflicts between the user of the product and the manufacturer in the technical conditions, the order and methods of control are determined.
The order of development of technical conditions is established by state standards, for example, GOST 2.114-95, GOST R 51740.
The following sections may be present in the specification:
- Technical requirements. The document can determine the main properties of the product, and the requirements for materials, raw materials, labeling, packaging.
- Requirements for product safety.
- Requirements for environmental protection.
- The order of acceptance.
- Methods, means of quality control and product testing.
- Conditions of transportation, storage.
- Rules of operation.
- Manufacturer's warranty.
When developing the draft specifications, it is necessary to follow this sequence.
Certification of any product as falling underGOST, and the corresponding specification is carried out taking into account the current national and international standards applicable to this product. The certificate specifies the document on the basis of which this product is manufactured. They can be both GOST and TU.
Specificity of the design
For working out and coordination of special technical conditions it is necessary to have working documents of the enterprise-manufacturer.
The specifications are made out on A4 sheets of paper. The title page is filled in accordance with GOST 2.105.
Drawings, tables, diagrams, reflecting certain provisions of technical conditions, are made in accordance with GOST 2.301.
The original documents can be made without the main label, frames and additional graphs. In such cases:
- The designation of technical conditions is indicated on each page in the right corner, from above.
- The signatures provided for in GOST 2.104 in the title block must be present on the cover page.
- Changes are indicated in the registration sheet of the adjustments. It is placed at the end of technical conditions.
In accordance with the Procedure for developing specialtechnical specifications, the designation adopted before approval of GOST 2.201 may be used. It is recommended to generate it by including the code in the designation of the drawing, specification or other design document.
The designations of specifications for materials, substances, etc. include:
- The TU code.
- The code of a group of goods according to the country's classifier, in which special technical conditions are developed.
- Three digit registration code. It is assigned by the developer.
- Year of approval of TU.
It should contain the name of the product, purpose, scope (if necessary), as well as a description of the operating conditions.
The name must match the name given in the main product document.
The introductory part should begin with the words: "The present specification applies to ..."
Finally, this section gives an examplewrite goods in other documents. If in the production of a product for which design documentation is not available, inventions were applied, at the end of the introductory part information is provided on them.
By general rules this part includes the following sections:
- Basic properties (parameters, characteristics) of the object.
- Requirements for semi-finished products, materials, raw materials.
In the "Basic Properties" section, if necessarycan be placed illustrations of the product with overall, connecting or installation dimensions, or a reference to design or other technical documentation.
In this part of the specification may also be presentassignment requirements that characterize the properties of the object, defining its key functions, for the implementation of which it is intended in specific conditions, as well as requirements for interchangeability and compatibility. For example, performance indicators are set, speed of processing, accuracy, caloric content, strength, etc. Also, the developer can specify the requirements for structure and composition, mechanical, physical and chemical and other properties, geometric, functional, strength, electrical, technological, information, organizational , software and other types of compatibility.
For products whose use at the end ofof the operational period represents a danger to citizens or the environment or may cause damage to property, specific terms of service are established, after which they are deemed unfit for consumption.
Harmonization and approval
Theses must be consistent with the acceptancecommission, if it is authorized to decide on the launch of products in production. Before this, the specifications must be approved by the customer (consumer). Theses, together with other documentation, subject to agreement with the acceptance commission, are sent 1 month before the beginning of its work at the enterprise.
Signing the act of acceptance of the sample (lot) means the coordination of technical conditions.
TU, in which there are requirements, controlcompliance with which falls within the competence of state supervisory structures, should be coordinated with these bodies if their representatives are not present in the commission.
Necessity of transfer for approval to otherinterested organizations in the presence in the technical specification of the requirements referred to their competence, is determined by the developer jointly with the customer. In this case the technical conditions should be directed to all relevant structures simultaneously.
TU, in which there are references tostate standards containing requirements to the quality of the product, ensuring its safety for property, health, people's lives, as well as nature protection, to the norms and rules established by state supervision bodies may not be consistent with them.
